Well xps even better, you can find one anywhere, even on the internet. The key for the hp recovery should work for an oem one.

This is what I have tried and get a reboot:

XP sp3 cd
Ubuntu
Windows 98
Simple NTLDR fix

They all reboot on me

How can I tell if the MOBO is broke?
