My HD light is blinking like a Christmas tree

My HD light on the front of my E-Machines T2385 is blinking like crazy. It won't respond to anything at all. I can't manually shut down the computer, if I unplug the power then when I plug it back in, it goes right back to blinking like crazy. The power supply seems to be fine and it is green. Any suggestions? Steps I can take to test anything?

Does anything show on the screen when it powers on?

No nothing shows on the screen, completely black.

Take all peripherals out except for the CPU, RAM, and video card. Use only 1 stick of RAM as well. Try booting from only that.
