Fan speed question

I'm trying to figure out why my card is so loud at low fan speed settings sometimes. Recently I started using rivatuner's graph with rpm and noticed that when I set my card to 100% it runs ~3930rpm but when set to 20% it runs ~3100rpm.

Shouldn't 20% be ~786rpm?

no, when it says 20% that just means its sends 20% of the power instead of 100%

So what should it run the rpm at? 3100 seems really high. The card at times will be very quiet and then at others when claiming the same fan speed % will be loud. I haven't been running the graph when it was quiet so I don't know if it gets lower in rpm.

Also if I manually set the fan speed percent I get

20% - ~3100rpm
30% - ~3400rpm
40% - ~3700rpm
45% - ~3930rpm
50% - ~3930rpm
60% - ~3930rpm
70% - ~3930rpm
80% - ~3930rpm
90% - ~3930rpm
100% - ~3930rpm

I believe the rpm more since the volume stops going up at 45%. I can't find the fan's rpm specs but I would think max was around 3930.

If that's the case then set it at like 50%, the fan will still be going 3930 and it won't have as much electricity going through it, hopefully preserving the life of the electrical system in the fan.

Problem there is the fan is loud as heck. I'm talking what 20ft away and stand next to my fridge and can still hear it. Just barely but I can.

And shouldn't it not be running such a high rpm when set to low?

Yeah it shouldn't be running that high if you have it set so slow. 20% is usually around 1000RPM.
