Zalman Fan Controller Issue

I have a ZALMAN, ZM-MFC2 4-Channel Fan Controller in my system and the controller is constantly reading the fans at RPMs from anywhere from 0-2000 (and it is set on 1200 RPM the default setting) I have had all the fans replaced twice now even with a different type of fan recently I put in Noctua 1300's but nothing fixes this issue.

I have a friend that had the exact same system built that is having the exact same issue. Is it possible that the PSU could be causing this or the MB?

At first we thought perhaps the ampage in the fans were just to high but, it does it no matter if 1 fan is plugged in or all 4 and the Noctua fans I recently put in is a lower ampage then the Scythe's that were in it before.

If you watch the fan and the controller says it's running at 0 you'll notice if it really is or not. If it does stop dead then you have a HSF problem. Most likely though it's a fan controller problem and the motherboard is just reading it wrong.
