What happened?

A few days ago, my dad's computer wouldn't boot up saying a file in the system32 folder or something is corrupted or missing. So we switched it with a new hard drive to reinstall the OS(Windows XP), but it won't even start booting up, it just stays a blank screen after the system information shows up. What could this be?
 
BIO is still the same, I'm not sure, but when I connected the old hard drive it worked, I'm not sure what the heck's going on... But I was wondering what happened for the file to go missing or corrupted.
 
There seems to have been a mistake with ACPI in BIOS, can someone tell me what the standard setting for it is?
 
just disable it, more hassle then what its worth if you ask me. what WAS the exact corrupt/missing dll file?
 
I know that ACPI has to do with controlling the power, but what exactly does it do? For the missing file, I believe it had something to do with registry, some like the ROC file or something, I forgot to write it down.
