Do you have a local comnputer shop they can probably test out the card for faults costs about £20 in the UK so guessing around $30 in the US. Otherwise rma it if its still under warranty.

If it's eVGA and you registered the card with them you have a lifetime warranty anyway.

yes it is a evga and no i did not regester it... i thought i did ... i called them and they looked it up and said that i didnt.... and my one year warrenty is up.... alow me to smack myself so you dont have to...

the only thing worth upgrading to is a GTX 260 or a 4870. you will not see much of improvement if you go to a 9800gtx+ or 4850.

I would try the PSU change first and if the lines are still there it is 100% your video card.
