940Mhz at 5-5-5-15, tRC is 23

Not too bad what model and brand? I have my G.Skills running at 1066MHz 5-5-5-15 with 2.1v. I think you could squeeze a bit more out of them if you give them more voltage. Tighten the timings a bit.

I don't know it could be a lot better. Ive seen plenty of ram at newegg over 1000mhz with cas 5 at stock.

Yeah mine are stock CAS 5 but I'm assuming he's brought a set of 800MHz up to 904 which is not too bad.

For 800mhz sticks that is good. but you can tell they are older sticks. Newer sticks would serve him well. But he does know what he is doing.
