Dell Dimension 3000 won't recognize old Seagate hard drive

The motherboard on my old Emachines computer died, and two of the CDs that have backup data I need are scratched. I want to put the hard drive into my Dell Dimension 3000 (Windows XP SP2) long enough to get some data from it, but I can't get it to recognize the old drive.

The drive is a Seagate U Series 5, ATA, 40GB, and is about 7 years old. When I turn the Dell on, it doesn't recognize the device. Bios for the secondary drive is set to "auto" (the only other option is "off."

Is there a way to get the Dell to see this drive? Thanks.
 
Do you have the jumper set correctly for the drive?
