Computer won't fully power up

When I press the power button to turn the computer on it seems like it is on. lights come on fans turn on cd drives spin. but the video card and from what I can tell the USB ports do not turn on. I must hold the power button let it turn off and then hit the button again and everything will power up. What can be the problem? see my sig for build

Could be a dying power supply. Or maybe dodgy RAM/motherboard. Could be lots of things really.

I'd first try a new/known working power supply, and if that doesn't help then try new/known working RAM.
 
i should have included it has done this since the day i got it and everything was new. actually 2nd power supply. i understand new doesn't always mean working proper but how can i test these things?
 
i believe 450w or 500W after the first went bad ATX upgraded so not sure but one of the two. So you think the power supply is only powering up half the computer?
