Budget case w/ POWER SUPPLY

Is there any way I could get a budget case with a built-in PSU strong enough to handle GPU's like HD4830 and 9500GT?

Yes. In fact there are tons of options. Just list some you are looking at an we will tell you if they are any good or not.

Antec generally do semi-decent psu's with there units. I wouldn't say there were a ton of options but there are some especially as those gpus + everything else would only run at 300W if you find one at 400-500W you should be ok.
