No PSU Fan Action, Even After Replacement

I've got a Dell Dimension 4600 here and I was running it with the case open and noticed the PSU fan was not spinning and the unit was getting pretty hot. So I ordered a brand new replacement power supply but this one's fan isn't spinning either!

Did I just happen to get a bad fan or do these models have some weird connection with another part of the system that could prevent/allow the fan to spin?

Faulty fans. Make sure they don't have some type of temp control that allows the fans to turn on and off depending on the temp of the PSU. To my knowledge the PSU fan should always be on since the PSU is always toasty.

Replace the PSU again...

I suggest just buying a whole new computer.
If thats not a option, just give dell ****, or, buy a separate power supply and replace it.
250W-300W should be very sufficient.

Yeah well believe me, it's not my own PC. I'm just trying to fix it for someone.
I'm already looking into getting a "replacement replacement" PSU, now...
