You could try a USB expansion card and if it works that proves it's the board's USB controller that is the problem. However that would only further prove that it's a bad board. RMA the motherboard it's a bad one.
 
Hey, I think I had this same problem before. It ****ed me off for quite a while because I couldn't understand why the keyboard was messed up. It wasn't my keyboard that was broken on the screen that says "press enter to install xp." I think you have to use the arrow key to go down to agree to some agreement or something like that and then you can press enter once you agree to the agreement or press F8 or something. (The arrow key is the only key that will work on that first screen.) It should tell you what to do on the screen after you scroll it down. Good luck with it.
