Via's chips are meant for the low power envelope. They run cool and don't take much juice. They are great for HTPCs and car pcs. And if you cluster a few they make a cool server. but i would not use one for a desktop.
 
It'll be plenty responsive as long as you have enough RAM.
I think that's something people overlook in cheap PC's.

a system with a CPU that's 10 times faster will still feel slow if the system has a low amount of RAM, and has to use a lot of paging file.
