access to the specified device, path or file was denied

OS: Win 98 SE

When I try to click any icon like "Add/Remove Program" under control panel, this error mesg appear saying, "access to the specified device, path or file was denied".

I wonder how to solve this problem.

When did this problem start? It sounds like a problem with your control panel applet. Try a re-install of Windows.

I think it happen when I tried to replaced 2 old pc to 2 new pc in the same LAN. Maybe I name it this 2 pc as PC_A and PC_B. The above I mentioned previously is PC_C but all these 3 PC is under one workgroup. Could that be a problem or has nothing to do with it?
