Help Laptop won't boot up

It say "Media Test failure, check cable
Exiting Intel Boot Agent"

It keeps repeating this over and over. I have a Brand new HD in it also. If it matters it is Vista Home Premium but I can't do anything beyond this screen

Are you able to go into the BIOS and check the boot order? Seems it may be set to boot form network first, as it's skipping the hard drive. Make sure the HD is enabled as one of the boot options. If you can't find the HD in the BIOS it may be dead or improperly connected.
 
I put the HD as first, but it still keeps saying the same thing and in the BIOS, there is an "!" next to Network Adapter. I'm not sure what that means
 
The ! means that there is no driver installed for that device. Obtain the driver from the manufacturer's website and install them.
 
Thanks I will try that, sorry to sound stupid, how do I install of of of will not allow me to get passed that screen?
 
Well i dont know why you are using the Intel Boot manager. Windows has it own Boot Manager as does every version of Linux. I dont see why Intel had to create one as well...

Can you hit F8 after your BIOS flash screen and get anywhere that way?
 
Do you have OS installed on that new HDD?
and check the boot order as previously said.
