The 9950 will only hit about 3.2Ghz on air. Intel definitely offers better performance at this point in time so go either the e8500 or Q6600. The E8500 would be best for gaming but if you are doing a bit of editing then the Q6600 might come in handy. If you overclocked the Q6600 to 3.0-3.2Ghz you'd get great performance in games and have the advantage of 4 cores if you need, so IMO get the Q6600.
 
on air the 9950 can hit up to 3.8GHz (with the BE -> CPU-Z Validator 2.1) or 3.2GHz with the vanilla... but if you dont have good cooling it'll die quick (it has a 140W TDP!!)

the e8600 should hit around 4.5-5GHz on air without too much problem... and an e0 revision of the q6600 should hit up to 4GHz pretty easily.

a dual core will give you more performance in a game than the quads because it has the ability to transfer data through any given core at a higher rate... but in heavy multitasking situations, a quad will perform better because it has more cores through which to pass data... so you really have to look at what you mainly wanna do and choose accordingly
 
Out of those two the Maximus Formula II would be the best choice. Or if you want to go all out the Rampage is real good too. The x48 would be good if you want to Crossfire in the future and you'll have full x16 bandwith. But if you're still looking for a quality board for less money, the Biostar I45 is still a good choice.
