Where do you get dielectric grease? And why do you have to have it?

it fills all the little pockets of air between the CPU and the socket.

the water in those little air pockets is going to condense at that low temp, and it could short something out, its just a precautionary step. just like all the insulation around the CPU socket, its the same reason
