Yes thats should be enough for 1 GTX 260 and an overclocked CPU.

But if I'm getting one 9800 GTX and a Core 2 quad Q6600, will I really need 650W or can I get lower? I don't really plan on overclocking because I don't really know how to do it.

No you dont need a PSU that big to power that, but its always good to leave some headroom for future upgrades.

I have this PSU: Newegg.com - Antec NeoPower 550 550W ATX12V SLI Certified CrossFire Ready Active PFC Power Supply - Power Supplies which is a fairly good one, and cheaper - it would still suit you. But if you can afford it I would get the Corsair 650tx.
