Seems they are doing the right thing by discontinuing use of harmful chemicals. You should never throw away any computer component anyways.

always send it to a recycling plant depending on your state they will do so when you throw it out, other places you have to take it to be disposed off. in canada, in ontario atleast they sort thru our trash, and make sure there is none of than junk in there.
