I just built my new machine and it has a E7200 (Stock heatsink and fan) with a Biostar p43 MOBO and a corsair 550 PSU. My CPU temp runs at about 30C currently and I want to know if I could OC it and be ok. Also, what are the safe temp ranges of my CPU?

above 60C is where i would stop. Although if you're a bit crazy, 80C for short periods of time is ok 
you'll be fine with OC'ing that bad boy, I would strongly recommend an aftermarket hsf as that board can hit 400mhz+ which would put your cpu over 3.8ghz no problem. And i've hit 4.2 on my e7200 (different board) on stock. so you should be fine hitting up to like 3.0ghz or so.
