sucks my laptop didn't come with any oem vista disc since I got alot of crap with it like norton which was only free for 30 days , ms works, hp photosmart programs, and a bunch of other crap . instead of an oem vista cd they have a backup partition which just brings the system back to factory condition crapware and all. is it legal to actually aquire a vista cd from the internet and do clean installs if a cd doesn't come with the ocmputer?

I'm pretty sure it is. When you buy vista, you are pretty much buying the serial, not the cd. So if you use the same serial that you are currently using, it should be just like a reformat. I have done this a ton of time and have not had any problems. But be sure you are using the same edition of Vista.
