What what i have read, the 45nm chips are more prone to dying due to voltage rather than heat. So i probably wouldnt push it much past intel's specs reguardless of temps, but thats just me. I'm guessing you got a c1 revision e8400, as i'm seeing most people with the new e0 chips getting 9x450 with 1.3v
 
i get 450 with less than 1.23V. i can get 468+ with 1.25ish. not as high of a clock obviously, but high fsb in any event.
its not the core voltage killin em from what i know, its the VTT being too high. you shouldn't need 1.45 for anything unless you are a psycho like guru.
