if what mak said doesn't work for you then it is possible that you do have a short somewhere, but that doesn't mean u have to scrap the mb for a new one, you can get some inexpensive usb cards to add to your mb. unless you thing you'd rather replace your mb.

Do you receive any errors when you plug in the usb drive? Also, when the system reboots itself at what point does it get to before it restarts again?
