Performance keeps fluxuating

Soo.. I got the AMD 5000+2.6.. And on CPU-Z. IT fluxuates REALLY bad, it goes from 800mhz, to 2600mhz.. is that normal?

it might be speedstep, but im not sure if thats just a intel thing.
