Is the time right to upgrade?

I am currently on the outs on whats coming up next in terms of computer hardware so I am unsure whether or not it is a good time to upgrade.
My mobo is AM2 socketed so I will only be able to grab a processor from amd that fits that socket.
I am looking to get one of those new ATI 4850's for GPU.
I am also looking to grab 2 more 1gb sticks of ram.

So my question is: Is it worth waiting a month or so to either see potential upgrades released in these areas, or waiting for a price drop because of newly released models? I would want an upgrade no later then late october.
 
I'm currently using an amd 4200+ clocked at normal speed. I'm looking to grab a 6400+ because I think it is the best I can get with my mobo. Not sure if they are going to add any to this line, or if they will price drop soon to compete.
 
Get a 5400+ Black Edition, its runs cooler, consumes less power and is cheaper.

It can push to 6400+ speeds by raising the multiplier once
 
Ok, here is what my planned upgraded computer is supposed to be. New parts will be first.

NZXT 500 watt PSU


I need a suggestion for what memory I should get that works with my mobo. How would I go about raising the multiplyer once on the processor to get it up to 6400+ speeds? This is the first time I have ever installed something into my computer besides a second harddrive so I am a novice. Do I need thermal glue for something? Is my PSU good enough? Does everything work together? How long would one think this build could last me? Any help is much appreciated.
