Best Cooling?

I doubt it will ever be an issue (I have 7 case fans) but if heat ever were an issue, what would be the best way to keep my computer cool? If I did get more cooling I'd want it to be less than $100. I am also interested in oc'ing so it would need to keep the whole comp cool.

4 under 100 id jus get a better heatsink and fan but watercooling is very good if u oc a lot and convetional heatsinks wont cut it

I would really like to try water cooling but I guess I don't know what a good brand is.
