Doesn't any old pencil do as long as it is graphite? And ya, it increases the voltage to provide a better OC. Only downside is more heat, but if you already have a regular 4850 OC'd to the point that you need a vmod then you probably have the heat issue solved.

Don't do this without research though, and make sure you have a multimeter.

stock speed of 800MHZ, and an unlocked BIOS (i.e. the overclock limit in CCC is a lot higher than regular 4870's)

You are right, its just overclocked... then whats the BFD about it that AMD was talking about..
