Just read an article on the Pentium E2160 1.8 Ghz dual core for about $60 but not sure if I would need a graphics card with that one also and would it do for the above list?

The processor has nothing to do with needing a graphics card, it depends on the motherboard. I missed it before but I would change the E4600 to a E2180 or E2200. The cpu cooler will come with pre applied thermal paste you don't need arctic silver.

These parts are $470 before mail in rebates and includes everything you will need.

Would the ASRock P43t wins 1600 be as good or better than the Gigabyte Ga-31-s3g
and if I go with the AsRock would I still need the Video Card? Thanks this should be the last.

You would still need a video card with the Asrock. The Asrock uses the p43 chipset which is newer but doesn't really give you any advantages vs the p31 if you don't plan on heavily overclocking the E2180. Gigabyte has better quality than Asrock so I would stick with the GA-P31-S3G.

Not into overclocking but read that if you don't with the E2180 then multitasking isn't good.I guess when I find someone to put this together I can always ask about overclocking it up a little. Thanks for the help.

Puddle, the Gigabyte GA-p31-s3g has memory slots correct? and if so would it be better to go with 1(2gb module) or 2(1Gb modules)? I think it would take up to 4 if needed. Thanks

DDR2 has to have matching sticks of ram in order to use dual channel mode which increases performance. I recommend 2x1gb.
