Bf1942 not fully loading stuff

You said you can play one game.... this by no means states that you can play every game that has higher requirements than bf1942

When I first got bf1942 I also couldn't play it (on XP) as I only had an onboard video card. It won't even bother trying to run the game if you're video card isn't up to scratch.

If installing the DX9 Runtimes did not help then i would check this page:

Can You RUN It?

to see if your system can run BF1942. I have to agree. You may be able to play games that require much more but they might not have as much going on screen as this game.

Also have you got the latest patch for the game and have the game fully up to date? That could also be the issue.
