You have better chances of hitting higher clocks w/ the q6600 than the q9450. Ocing a quad starts to get tricky around the 460-475 mark. Those 45nm take alot of NB,PLL vCore to stabilize. W/ its low multi it becomes a problem hitting 3.8-4ghz

Oh so how many Q9450s have you used? I always hated them and always will, but it does not take a alot of vcore (1.31875 @ 3.5 GHz stable for 24hours+ for 90% of the chips I worked with).
 
So what are the differences between these to sets of RAM in regard to performance? Both look to have pretty much the same specs, but one is DDR2 1066 PC2(8500) and one is DDR2 1000 PC2(8000).

I can't tell if your trying to be a smart butt or not. The CPU vCore is not so much the problem. Its the NB,PLL,VTT voltage thats the problem. Cpu vCore isn't the only thing that can kill a Cpu.
