Wanted real quiet computer

I want to build the quietest computer possible. This computer will be used on 30 in monitor. Basic computer use and alittle bit on games. I'll probably go 48T chipset and DDR3 ram

So I would like to know what you'd recommend I look at

Case:
Powersupply: 750 or 850 watt
Fans:
DVD RW:
Budget 3000 +

I have looked at Antec P182 Antec 1200 and Coolmaster Cosmos S.

Case: do you want a midtower or full tower?
powersupply: i think u will be fine with a 650w
dvd: liteon 20x

do u need suggestion for mobo?
 
Just get any case with controllable fans, and keep them at slow.

Thats preety much all you need, get all the components you can afford and done.
 
Start with a Quiet Drive and Optical Drives (Samsung F1's for an HD and Pioneer I think make quiet drives)

then you'd need a Quiet PSU, most if not all Seasonic PSU's are known to be quiet.. look into those..

A processor that runs cool so the Fan doesn't go all loud..

A dual-slotted video card usually is a lot quieter than a single slotter (also runs cooler)
HD 3870's are really quiet from what I've seen

I also recommend securing your HD's with Rubber bands so it doesn't vibrate as loudly (heard this one from Gurusan)

Theres also those Dyno-mat things I've read about on Extremetech that quiet it, along with Rubber Grommets for something (I can't find these links for some reason.. but Jason Cross was on DL.TV and he showed how to quiet up a PC..)
