Bad ram?

Put together my Gf's computer she bought off of Newegg. Started to install windows and i continued to recieve "could not read file XXXX from CD" but i could just push retry and it would work but when it finished copying files it would say "windows cannot be installed" and would tell me to reboot. So i changed the ram speed from DDR400 to DDR200 and it installed perfectly without a hitch.

The ram is a single stick of 512MB corsair value select PC3200 2.5Cas ram. Should i run memtest86? or should i just RMA it now?
 
What do you mean they are too low?

Too low for the memory to handle IE running 2.0 when rated 2.5?

Or too low as in too slow 3.0 when its 2.5?

I got it to install by running it at 200mhz instead of 400.
