Are These Safe Temps?

Getting high temps, and I still want to try to pull 50 more mhz to get to 3ghz.

yes. 60 makes me a little sweaty, so i don't go over that.
but, i wouldn't neccesarily trust either one of those programs to give you the correct temp.
try nvidia monitor. i think it gets closer. at least, it does on mine.
55-60*C and you should really be able to touch the bottom of the heatsink and feel warmth. thats like reeeeal hot water, at least down here at sea level :)
 
you should be fine with those temps. here's my advise with that chip (i had one so my advise should be listened to xD) Drop the Multi down to 10x and just throw a 300 bus speed on and you shouldn't need to crank up the voltage. you might have to up the voltage to like 1.365 or you might hit 1.37 without having your chip overheat. Just try and crank the voltage up to 1.37 and the busxmulti to 3.0ghz and see if that hits over 60. If it does, bring it back down and get a xigmatek hsf.

This is a SS of my OC on the 4000x2. Same VID, just a different board. Also I was rocking a AFP-64

i dont know if they are accurate. coretemp always shot me low numbers like that, too.
for instance, lets see....right now it says i am at 13* & 17* C. lol. i think not.
