LCD Blinking like a strobe light

Yes like a disco strobe in club 54 or 59 or whatever it was.

Basically, here's the thing you can see the picture in between blinks. Any clues as to what it could be? It's an SVA 17" LCD monitor, blinks on every computer and OS, tried DVI, CRT connections. Even tried PCI cards, PCI-E cards and AGP, does it on all of them. I'm pretty sure it's the monitor itself, but i've never encountered this before. Any insights or suggestions would be greatly appreciated.

Well best option is to try another monitor first. See if it still happens. If not then you take that monitor somewhere else and test it. If ti still doesn it then it is the monitor. If it happens with a new monitor on your system then it isnt the monitor.
