right now I am at safe mode with DOS prompt. Is there something I can do from there?

If you are in Safe Mode you should have a GUI. Just create a new profile and import your old one. If you dont have a GUI try the steps i said above. If you can not get a GUI you have to reinstall. Plain and simple.

I can get to safe mode and desktop but it just lasts for seconds then I just have a blank screen with the words safe mode.

So reinstall?

Yes. As i have said twice now. If you can not get a GUI you will be forced to reinstall.
