SMod promotion

[Trotter]

An SMod has moderation powers over all the forums, not just the forums assigned. It is a much greater responsibility, but all of our mods help canvas the forums... they just report what they can't fix.

If we start to look for any new mods, it will be done in the same manner as we have always done it.
