My E6300 can run 3.2ghz+ , during winter that is (I'm on air cooling).
Found your problem your using 667 RAM , which won't help your OC and the FSB:RAM is causing your rig not to boot , so raising VCore, shouldn't help...
Making the FSB:RAM 1:1 caused boot failure. Leaving 667 stock and FSB at its current it still boots up fine.
