Get a Windows laptop (like an HP, Dell, etc...HP's are good because they ship with a Recovery Partition, which you can erase after burning recovery CD's and use that empty partition for Linux, but then again making your own partitions is easy and simple). Then get an Ubuntu Linux CD (www.ubuntu.com). Put CD in PC, turn PC on, use GParted to delete recovery partition/resize Windows to be smaller, apply, Install, tell it to use largest continuous free space, then you now have both Windows AND Linux on your new laptop.
