Gateway 400vtx won't start after power failure

This laptop is about 3-4 years old and is in good condition. It was plugged directly into a wall socket -- no surge protector or ups -- when the lights went out in the apartment. When the apartment power returned, the laptop would not start.
The bios does not display when the power button is pushed and the unit turns on. The battery charge indicator light is yellow/orange. I've taken out the battery and plugged the power brick into ac but it still will not start. But, the led display for the hd flickers on and I can hear the fan. The dvd/cd device autoplays a cd/dvd when a media is placed in the device: that is, I can hear the discs spinning. But, still no display.
I can disassemble the device and look at the motherboard for obvious signs of problems -- like around the power converter and etc. -- but other than looking for an obviously burnt out module (I once had a Toshiba with a power module that burnt out and melted), what else should I look for?
