Help! DEP won't let me do anything >.>

Yo, problem just started last week. All of a sudden this Data Execution Prevention POS isn't giving me access to certain files that I know are safe.

I've gone through the windows help procedure of how to turn it off, even though it doesn't actually turn it off. is there any way i can delete it from windows altogether? It's nothign but a pain in the butt. I can't install C&C now heh.

Okay is this XP or Vista? No you can not remove it either.

Ah lol thought i said my bad. Vista ultimate x64.

I've done the whole virus/spyware scan, didn't pick anything up.

I wouldn't care if the exception list actually worked. But even if I add the program to the DEP ignore list it wont let it run anyway heh.
