Problem Installing Win 2k Service Pack 4

when i try to install windows 2000 service pack 4, i get the following error message below. i have tried everything from closing all open programs to booting in safe mode, nothing seems to work, plz help! this is very impotant!

The file c:\winnt\system32\drivers\atapi.sys is open or in use by another application. Close all other applications and then click retry.

try ending the process in the task manager....it will say ATAPi in the list

that task is not listed under the task manager...i dont wanna have to reformat again!
