CPU spiking

Isn't the processor supposed to have a fairly steady load percentage? I just noticed mine is spiking from 1% to 35%-40% back to 1% and back up to 35%-40%. The CPU usage history looks like somebody scribbled on a piece of paper.
 
That's how it's suppose to look. As long as your doing nothing, and it stays at 0 and when you run stuff it goes up and down, then you're good.
 
Well, you have to check it when it's just sitting there.

Well what are you running? Are you running programs in the background such as IM clients? Using browser windows? etc
 
What processes are you running?

Click on the 'Processes' tab and see which program has the highest 'CPU'.
 
During that screen shot I had my browser, photoshop, and AIM open, but that graph isn't much different from what shows when nothing is running. I did do some tweaking with voltages and Clock speeds on my chipset so I guess I'll go into my BIOS and try reverting to the defaults.
 
That's what it's supposed to do. When you have all the programs running, which has the highest? I think it'd be Photoshop.
