limitations of windows backup?

Windows backup seems like a good tool, but I want to be sure of the things it can't do.

For example, the .bkf files are useless if your disk fails, correct? The Backup utility on another xp installation can't restore .bkf files that were made by the failed disk, right?

If I have a fresh xp installation, the Backup utility can't restore .bkf files from the failed disk either, right?
