I have the Samsung 2232gw and I could not be happier, picture quality and color were better than my expectations.

Absolutely awesome monitor, tad expensive though, but worth it.
Definitely worth every penny. A tad more expensive than what he's looking for, though. I've heard good things about Westinghouse for what it's worth. Hanns G or Chimeia (sp) seem to be good budget monitors, though. Couldn't recommend a specific one but others have so I'd go with those.

As for 5ms vs. 2ms, you can notice a difference in more action-oriented games. The less ghosting the better and I can usually notice something sharper about movements between 2 and 5 ms (my roomy has 5ms and 8ms monitors) but I can't quite put my finger on it and it really only comes into play during fast motion in the game. It's not a deal breaker in any sense, though. 8ms and below is considered ideal for gaming.

I've yet to see ANY ghosting, even after running tests trying to show ghosting, on my Chimei, you really can't go wrong. For the price I'd say it's the best monitor.
