Nvidia geforce 7600gs issues (gainward model)

Hi, ive had my Gainward 7600gs agpfor almost a year now, and there has been 1 general issue which i have known about but have not been bothered to find out.

-In every game i play, mainly counter strike source, quake 4, doom 3, stalker, fear etc, i get a decent fps. On maxed out detail on, say, counter strike source, i average about 40 fps. If i try to boost my fps, by lowering the detail, nothing happens, even bringing it down to 640x480 resolution does nothing to boost my fps, possible even makes it worse. I have no idea why this is happening, (possibly cpu bottlenecking performance?), and any help would be appreciated. :)

Btw, im using nvidia driver 169.21, however i have tried plenty of drivers and none solve my problem.

Full specs include:

VIA Technologies, Inc.
AMD Athlon(tm) XP 2400+ 2.4 GHz
1536MB RAM
NVIDIA GeForce 7600 GS (Gainward Overclocked Edition)
Windows XP Professional (5.1, Build 2600) Service Pack 2 (2600.xpsp_sp2_gdr.070227-2254)
 
First Person Shooters have limits on how many frames they display. I have a computer that can run every game on full at 50+ fps but if I turn down settings I go to a max of 60fps. I'm guessing your CS:S cap is set to 40.

In CS:S use the command fps_max 100 in console. This will allow your computer to run up to 100 fps. You shouldn't go higher than your monitors refresh rate though. No need for it other than bragging rights.
 
thanks for replying, but i dont think that is the issue. On certain maps, especially small and undetailed maps, my fps rockets up to 100+ fps. Ive made sure that my max fps is constant. i just dont understand why lowering the texture, shadow and model detail levels would have absolutely no effect on performance whatsoever. My previous card (geforce 6200) didnt have this same issue.
 
Well each game does have it's settings in the Control Panel but you can globally set it to application controlled. Have you done this?
