Thanks. He is gonna buy the new computer when he moves to Houston. He is gonna move like in the 3Q 2008. Currently he has so many computers and he is planning on selling most of them to get this one. He will buy the monitor, keyboard and mouse later.

O S - XP Pro 64bit OEM or Vista Home Premium 64bit OEM

Although you said he's buying the monitor, keyboard, and mouse later, here are some suggestions:
Monitor - Gateway FHD2400 24" 3ms or Gateway HD2200 22" 4ms (If you're not SLIing or Crossfiring)
Keyboard - Logitech G11
Mouse - Logitech G5 w/ the two side buttons

The top part of the list (or tower) is going to cost around $1800+.

Also by the time he moves, there will be a lot of new stuff released, so this is just a list of things to look at for now.

My brother wants a new computer also because he is sharing it with my smallest brother. He is using it for browsing and gaming. He told me he wanted a laptop to take it to different places but he also wants it to be like almost 24/7 on. I told him to get a desktop if he wants it to be 24/7. What should he get a desktop or laptop?

That's up to him to decide. Which does he want more? Portability or having it on often? And gaming would be better on desktops. So I think a desktop is the way to go.

Budget for your bro's?

Ah ok. So did you get to over the list I suggested for your friend, earlier? I've updated with quite a few more options to choose from. Let us know what you think.
