Well, are you going to be using your current HDD that you have,or do you want to go with a new one?

For a new one... get a SeaGate or Western Digital.

I will be looking for parts here and there so I need to make sure the following
The motherboard will be pretty much useful for anything I do right?
Hard drive make sure it is 7200RPm and seagate brand
Intel chips ( Can someone tell me a few chips that are good or basically the one shown before or anything from inter duo core will be fine)
And graphics card I need to have to ports(dual monitors) and it should be at least 256MB and be Evga
Thanks again for helping me out

Refer to the list b1gapl posted:

At such a low budget, Dell might be the way to go. But it's still possible to build a better computer at that budget, giving a little more cash into it, because the parts will be of higher quality than Dell's.

Here's a quick list I pulled up, costing less than $400, without a monitor. No shipping included:

Case - Rosewill R5604-BK Mid Tower
Processor - Intel Pentium Dual Core Allendale E2160 1.8GHz
Motherboard - Gigabyte P31-S3G
Memory - 2 x 1GB DDR2-800 NQ
Graphics cards - EVGA 8600GT 256MB 128-bit
Power supply - Rosewill RP500-2 500W

You can use your current hard drive and optical drive, with that list too.

And then just add onto one of the HDD's he posted:
Newegg.com - Seagate Barracuda 7200.10 ST3160815AS 160GB 7200 RPM 8MB Cache SATA 3.0Gb/s Hard Drive - OEM
or
Newegg.com - Seagate Barracuda 7200.10 ST3250410AS 250GB 7200 RPM 16MB Cache SATA 3.0Gb/s Hard Drive - OEM

edit: and yes, the videocard he posted has 2 outputs for 2 monitors.

The list I suggested, is everything you're looking for.

Hard drive I suggested in my previous post, is 7200rpm.

Here are some more dual core processors:
E2160[N]
E2180[N]
E2200[N]
E4500[N]
E4600[N]

And the 8600GT graphic card has 256mb, is from EVGA, and has dual DVI ports.
