if i build a new computer and stop using my current computer atm ie its out of date, not good for games and i scrap it or uninstall windows from it, can i install windows which i bought for my old computer and install it on my new build, or will i have to buy a completely new windows OEM for new computer

All depends if you have the windows disc? you cant take out your hard drive and put it in the new pc and expect it to work, it doesnt work like that.
But if you have the disc just install it and use the same cd key and it will be fine, as long as your only running it on one pc(one pc per cd key)

Technicaly you can transfer it as long as the old PC it taken out of use. that is a part of the Windows EULA.
