Missing ALT.DLL file

I'm running Windows XP-Pro, and I recieved a "missing file" error about "alt.dll" when I try to start certain services in dcom. This is an error I have not encountered before (through hundreds of such operations). However, now that it is happening, I cannot get the services to start. Windows throws up the "alt.dll missing" error, which I close, and continue unhappily doing nothing.

Anyone know how to fix this or what caused it to happen?
 
Moot point (now).
The person who brought this problem to my attention was telling me the wrong information. The file was not "ALT.dll" it was "ATL.dll"

A small difference, but with huge impact on the problem-solving route. (The kicker is that both alt.dll and atl.dll are valid chunks of code, so it's not like it was a bogus-sounding problem!)
