Get coretemp,cpuz,gpuz software. They're free. Coretemps obviously monitors your cpu temperature. You should be idling around 20-40 c depending what cpu you use. Or if it's too high then you know you've either installed the heatsink wrong or didn't apply the thermal paste correctly.

AtiTool is what I use for GPU overlocking, its the best I have seen so far.

ATiTool and/or RivaTuner for GPU overclocking. ATiTool has a built-in artifacts scanner, but RivaTuner can control your fan for you as well as your clock speeds. Like Vaanish said, CPU overclocking is done through the BIOS.

Everest is also a good program to have, it's very informational.

And get Prime95 and/or Orthos to stress-test your CPU after you've overclocked it. Run 'em overnight, at least 9 hours.

And of course, don't forget to get 3DMark06, so you can benchmark your sytem and see how you compare to everybody else (there's a stickied thread in the Overclocking section that shows a list of 3DMark06 scores that people have submitted).

Like Vernong said, you'll only have to run it once, unless you overclock your CPU more (changing the settings), then you'd have to run it again to make sure you're stable.

I'd like to add to the thermal paste comments and say that the new intel chips if you buy retail have the paste pre-applied to the heatsink so you don't have to worry about it, unless you want to overclock, in which case you'll want a new heatsink and paste.

My e6750, though, uses stock heatsink and paste, in a micro case with 2 fans, and the cpu idles at 20c, which is quite good.
